Protected and Working - Burgeo's and Ramea’s Future with an NMCA

For too long, the idea of a National Marine Conservation Area (NMCA) has been surrounded by whispers and worries. But for the Towns of Burgeo and Ramea, it's time to cut through the noise and understand what an NMCA truly means for our future. Simply put, an NMCA protects our incredible nature and ensures our sustainable jobs continue. The rules aren't being imposed on us; they're being made with us.

Who's at the Table? Everyone Who Matters.

One of the biggest misconceptions we hear is that an NMCA means losing local control. That's simply not true. Think of it like a five-key lock: there are five parties at the table - the Burgeo community (in partnership with Ramea) as well as local, provincial, Indigenous, and federal partners. No single group can push this through alone. If one key turns "no" the door stays shut. Your voice, our town's voice, is paramount.

Setting the Record Straight

Let's tackle some common concerns.

"An NMCA bans all fishing."

Fact: Sustainable commercial, and recreational fishing can and will continue. The law is clear on this.

"We'll lose control to Ottawa."

Fact: NMCAs are co-managed. Local voices, local knowledge, and local priorities are at the heart of decision-making.

"It will kill jobs."

Fact: NMCAs can actually be an economic boost, bringing in funding, creating science-related jobs as well as a diverse range of local jobs, and strengthening our tourism brand, all while supporting existing livelihoods. Investment follows stewardship.

"Aquaculture will be banned like in B.C."

Fact: The B.C. phase-out is a specific federal policy for that province, entirely separate from NMCA rules. Zoning here is local and flexible.

"Boats will be blocked for years."

Fact: Most zones will allow vessel traffic. Any targeted rules for sensitive areas, like seabird habitats, will be decided with community input and largely be in line with current restrictions.

What Actually Gets Planned? Smart Zoning for a Healthy Future.

NMCAs use a system of zoning, meaning different areas will have different uses. This isn't a one-size-fits-all approach copied from somewhere else. It's built with local maps, local priorities, and public feedback.

· General Use: Everyday access and activity will continue.

· Sustainable Use: Fishing and aquaculture will operate with clear safeguards.

· Seasonal/Gear Rules: Some areas might have time-bound or method-based rules.

· Full Protection (smaller portions): Small, sensitive habitats may be designated as "no-take" areas, allowing nature to heal and thrive.

For most people, life will largely stay the same. You can still go to your cabin and use your boat in most areas, and traditional and cultural practices will continue to be supported. Think of the NMCA as a community garden: paths stay open, we just agree where to plant, where to rest, and where to let nature heal.

Pros and Concerns: A Balanced View

Pros:

· Protects wildlife and fish habitat for the long run, ensuring a healthier ecosystem for generations.

· Helps keep our fisheries strong through improved ecosystems.

· Attracts tourism, research, and investment, diversifying our local economy.

Concerns we hear:

· "Uncertainty scares business."

· "Will rules change suddenly?"

How it's handled:

· The planning process involves long timelines and is conducted in public, ensuring transparency.

· Clear maps and clear rules will be established, beyond those that are already, with regular reviews to adapt as needed.

How you Can Have a Say

This is your community, and your input is vital.

· Read the Town's NMCA FAQ, which is based on information from Parks Canada.

· Tell Council what matters most to you - whether it's access, fishing, or tourism ideas.

· Share what you're hearing in the community so we can quickly correct any rumours or misinformation.
